Non-commercial operators will have until Nov. 2010 to implement SMS…

If you fly to ICAO countries you will need to start the implementation process for SMS fairly soon if you hope to get it done by 2010. For non-commercial operators the deadline is November 2010 but with the complexity of a complete SMS program and the time it is taking operators to fully implement, it’s likely that many operators will miss that date as well. Annex 6, Part II became effective in 2008 but will not apply until Nov 10. The recommended operations manual has 18 chapters which includes the SMS. The SMS alone is several hundred pages typically, so it is obviously going to take time to implement everything together. The best way to start an SMS program is to start early. That way you can customize your program, get your people trained and actually start seeing some payback for your time and effort.
