European Commission ETS Operator List Full of Inaccuracies…Again

Each February, the European Commission publishes the list of operators assigned to each EU Member State. This list captures all operators that fall under the scope of ETS and are therefore expected to fulfil their obligations as from this year. However, the list published earlier this month - like all previous lists - is full of inconsistencies and errors. A copy of the new list can be found on DG Environment’s website:

The main problem with the list continues to be that a large number of operators are still identified by ‘service provider designation’ and not by ‘name of operator’ as should be the case. We know that DG Environment and Member States have been working on this matter for months, but clearly the job has not yet been completed.

Another significant problem is that there are still many operators on the list who should not be. Furthermore, the process time to register operators varies greatly from Member State to Member State and from operator to operator.

EBAA and the international business aviation community share the general impression that both DG Environment and Member States are having an extremely difficult time organizing the pre-ETS. This underlines the importance of the EBAA ongoing campaign to have the framework Directive de minimis clause applied to all operators including non-commercial.

We don’t know at this stage whether the European Commission will publish another list before February of next year - although it would seem likely (as was done last year) given the amount of discrepancies.
